Licences that keep running
Assigning a licence is quick, and that is why it is often done in passing. When someone leaves, it stays because the account has not been removed yet. When someone changes jobs, they get an extra licence and the old one stays. After a few years, the number of licences at your client no longer matches the number of people who work there.
The licence belongs to the role
In Joinly a licence is an access item, just like a group or a Teams channel. You link it to a role: the front desk employee gets a different licence from the financial controller. When someone joins, they get the licence of their role. When they change jobs, the licence changes with them. When they leave, the licence is freed up for the next person.
Which licences belong to which roles, you agree per client. Your standard is the starting point, and you adjust whatever is different at that client.

How do you link Microsoft 365 licences to job roles?
By linking the licence to a role. In Joinly a role is based on job title, department or location from HR, and everyone with that role gets the licence that goes with it.
What happens to the licence when someone leaves?
On the last working day the licence is freed up, at the same time as the account is blocked. It is then available for the next employee.
What happens to the licence when someone changes jobs?
It changes with the role. If the new job comes with a different licence, the employee gets that one and the old one is removed.
