A guest account is quick to invite: a supplier who needs to see a Teams channel, a consultant for a project. It almost never goes away again. After a few years your client's tenant holds dozens of guests, and nobody remembers why they are there.

Guest accounts in Microsoft Entra ID often stay around after the collaboration has ended, because they do not come from HR and nobody is responsible for them. An employee arrives and leaves through HR. A guest arrives through an invitation, often from someone who never thinks about it again. There is no end date, no owner and no moment when anyone asks whether it is still needed.
